Abstract

When I first came to the Organization for Economic Co-operation and development (OECD) in Paris as a delegate to the Working Party of National Experts on Science and Technology Indicators (NESTI) I was struck by the breadth of the agenda and the mix of policy analysts and statistical experts at the table able to interact effectively and to speak a common technical language then rooted in the Frascati Manual.
